Community Liaison Officer in the Project Management Unit

The Anguilla Electricity Company Limited invites applications from suitably qualified candidates to fill the position of Community Liaison Officer in the Project Management Unit. Main Functions, Duties & Responsibilities of the position include : The Community Liaison Officer (CLO) will play a lead role in fostering effective communication between project stakeholders and affected communities, ensuring inclusive participation, promoting social inclusion, and supporting social safeguard compliance throughout the project lifecycle. 1. Stakeholder Engagement and Communication · Develop, update, and implement the Stakeholder Engagement Plan (SEP), ensuring inclusion of vulnerable groups such as women, youth, and persons with disabilities. · Facilitate community meetings, focus group discussions, and public consultations to maintain ongoing dialogue with stakeholders. · Maintain accurate records of all consultations, including attendance, key issues raised, and feedback provided. 2. Gender and Livelihood Support · Collaborate with the Environmental and Social Safeguards Supervisor and Project Coordinator to promote gender-responsive approaches in project activities. · Encourage and support participation of women and youth in employment, entrepreneurship, and procurement opportunities. · Assist in the development and implementation of the Gender Action Plan. · Support health and safety compliance initiatives. · Lead the collection and monitoring of gender-disaggregated data to track participation, employment equity, and benefit distribution. 3. Social Safeguards Implementation · Establish, operationalise, and manage a locally accessible Grievance Redress Mechanism (GRM), ensuring timely resolution of complaints. · Monitor community health, safety, and livelihood impacts arising from project activities. · Identify and mitigate social risks during construction and operational phases. 4. Reporting and Feedback · Prepare and submit structured field reports on stakeholder engagement, grievances, gender participation, and community concerns. · Contribute to quarterly and annual project reports, particularly in relation to social safeguards and stakeholder engagement. Key Deliverables · The CLO will be responsible for the preparation and submission of the following: · Updated Stakeholder Engagement Plan (SEP), including monitoring and evaluation (M&E) framework and participation strategy. · Operational Grievance Redress Mechanism (GRM), including community awareness initiatives. · Quarterly Field Reports covering stakeholder engagement, grievances, and gender/livelihood progress. · Inputs to Project Reports, including quarterly and final completion reports. · Community Engagement Logbook, including meeting minutes, photographs, and participant records. · Gender Participation Tracker and support for implementation of the Gender Action Plan.   Qualifications, Requirements & Experience · Master’s degree in Sociology, Anthropology, Gender Studies, Community Development, or a related field. · Minimum of seven (7) years’ relevant experience in stakeholder engagement, social safeguards, gender mainstreaming, and livelihood development. · Demonstrated experience working with diverse communities and promoting inclusive development. · Familiarity with Caribbean Development Bank (CDB) safeguard policies and Environmental and Social Review Procedures (ESRP) framework.
