Engineering Supervision Consultant (Anguilla)

  The Anguilla Electricity Company Limited invites applications from suitably qualified candidates to fill the position of Engineering Supervision Consultant in the Project Management Unit.   Main Functions, Duties & Responsibilities of the position include:   The Engineering Consultant will be responsible for providing technical oversight, quality assurance, and advisory support for the project. Key responsibilities include:  1. Design Review and Contract Compliance Review and validate all EPC Contractor design submissions, including PV system layouts, BESS design, SCADA integration, and civil works. Ensure designs meet project specifications and comply with applicable international standards. Verify protection coordination studies, interconnection requirements, and system safety designs.  2. Construction Supervision and Quality Assurance Conduct site visits and provide ongoing supervision to ensure works are executed in accordance with approved designs and specifications. Monitor installation quality for PV systems, BESS components, and associated electrical and civil infrastructure. Ensure compliance with construction schedules and Health, Safety, and Environmental (HSE) requirements. Identify defects, non-conformities, and risks, and recommend corrective actions. 3 . Testing, Commissioning and Performance Verification Witness and verify factory and site acceptance testing (FAT/SAT). Oversee commissioning of PV systems, BESS, protection systems, and control systems (SCADA/EMS). Validate system performance through testing, including performance ratio (PR), capacity, and grid-support functions. 4. Reporting and Certification Prepare monthly progress reports outlining construction status, risks, QA/QC findings, and project forecasts. Review and certify interim payment applications based on verified progress. Issue Practical and Final Completion Certificates. Prepare a comprehensive Final Completion Report, including as-built verification, test results, and performance assessments.  5. Advisory and Technical Support Provide ongoing technical advice to ANGLEC on contractor performance, risks, and compliance matters. Review and advise on change requests, claims, and any deviations from project requirements. Support decision-making to ensure successful project delivery and long-term operational performance.  Qualifications, Requirements & Experience: Bachelor’s (BSc) or Master’s (MSc) degree in Electrical Engineering, Mechanical Engineering, Renewable Energy Engineering, or a related field. Minimum of eight (8) years’ relevant experience in utility-scale solar photovoltaic (PV) and Battery Energy Storage System (BESS) projects. Demonstrated expertise in PV system design and construction, BESS integration, protection systems, SCADA systems, and commissioning processes. Proven experience in overseeing engineering design reviews, construction supervision, and system testing and commissioning.  Skills and Abilities Required: Familiarity with islanded grid systems, small power systems, and resilience-focused or hurricane-rated infrastructure design.
